URBAN PLANNING — CREATIVE QUARTER

PERIOD OF APPLIED DISCIPLINE — 2014–2016
Between 2014 and 2016, I developed Creative Quarter: an urban planning proposition for the heart of the Footscray CBD, prepared and presented in consultation with Maribyrnong City Council. The proposition championed three anchors, a public auditorium, a contemporary library, and integrated commerce amenity; combined into a single precinct designed to function as a living, breathing hive of activity at Footscray's civic centre.
Creative Quarter was not a sketch or a suggestion. It was a fully developed proposition with embedded partners and financial support: site-specific, programmed, and validated. A piece of placemaking thinking that treated culture, learning and commerce as one integrated system rather than three competing land uses.
WHAT FOLLOWED
A decade on, Maribyrnong City Council's Creative West precinct is now in development — proposing the same civic structures, on the same land, in strikingly familiar language. The Creative Quarter quietly rebranded.

The precinct thinking behind Creative Quarter did not end in Footscray. It evolved into the vertical placemaking approach documented in the property development record — and, ultimately, into Eclat.
